When IT Provisioning Becomes a Governance Risk
For financial institutions, provisioning a new server or environment may seem like a routine IT task.

The Risk Behind Manual Provisioning
A typical infrastructure provisioning process can involve multiple teams and dozens of configuration steps.
Operating systems need to be configured. Security settings must be applied. User access needs to be created. Applications and middleware need to be installed. Monitoring and other controls may also need to be configured.
When these activities are performed manually, even experienced engineers can produce different results.
One server may have the correct security configuration while another is missing a setting. One environment may follow the latest standard while another is still based on an older procedure.

Why This Matters Under BNM RMiT
Bank Negara Malaysia revised its Risk Management in Technology (RMiT) policy document on 28 November 2025, with greater emphasis on technology and cyber risk management, service resilience and stronger cybersecurity controls.

AIA Group faced exactly this type of challenge during its cloud transformation.
Its provisioning process involved manual forms and configuration activities, which created delays and opportunities for human error. AIA decided to standardise on Red Hat Ansible Automation Platform and integrated automation with ServiceNow while developing self-service catalogues.
The deployment grew to 5,100 managed nodes across its Hong Kong environment, with the solution supporting integration across 18 countries and multiple entities.
The impact was significant.
A process that previously took more than three months could be completed in approximately one hour using automated, self-service provisioning.
AIA also reported improved security and compliance because standardising on a centrally managed automation approach provided greater consistency and reduced risks associated with human error and unmanaged technology processes.
The Bigger Question for Financial Institutions
The question is no longer:
“Can our engineers provision infrastructure?”
The better question is:
“Can we prove that every environment is provisioned consistently according to the standards we approved?”
As financial IT environments become more complex, relying entirely on manual execution becomes increasingly difficult to scale.
